Your proposal will fail miserably because all education levels shows that spending on education, past a certain fairly low minimum of providing a basic building, an adult supervisor who knows at least as much as you expect the students to master about a subject, and access to learning materials (books, writing tools, videos, materials for making things or performing simple experiments) is not what determines student academic performance.
